Close burst 2; Target one creature in burst. Alcarin marks target, and the target remains marked until Alcarin uses this power to mark another creature or another mark supersedes it. When within 10 squares of Alcarin, if a creature marked with this power hits with an attack that does not include Alcarin, he can use an immediate reaction to teleport to a square adjacent to the target and make a melee basic attack against it. If no unoccupied space exists adjacent to the target, he can’t use this immediate reaction.

+38 vs. Fortitude; 3d6 + 6 radiant damage. Effect: Alcarin sheds bright light. The light fills the square he occupies and all squares within 4 squares of him. The light lasts for 5 minutes. Alcarin may put out the light is a free action on his turn.

8d8 + 9 modifier damage, and ongoing 10 cold damage (save ends). Each time the target takes a move action before it has saved against the ongoing cold damage, the target takes 5 extra cold damage.
